Board Members

Governor JB Pritzker appointed Eileen Rhodes as Chairwoman of CDB in April 2019. Since 1998, Rhodes has served as President of East Lake Management Group, Chicago's largest African American property management and development firm aiding the city's underserved communities. Managing the 600-plus person company, she is responsible for overseeing all aspects of property management for 12,000 housing units, including marketing, leasing, budgeting, staffing, repairs, and regulatory compliance. Prior to this job, she spent three years at the Chicago Housing Authority as a HOPE VI Program Manager and four years as the Director of Development of the Chicago Dwellings Association. She also serves as Board President for the Bodhi Spiritual Center and board member for the Personal PAC and Sacred Keepers Sustainability Lab. Rhodes received a Master of Arts from the Erikson Institute of Early Childhood Development and a Bachelor of Science from Georgetown University.

Governor JB Pritzker reappointed Glyn Ramage to CDB in April 2019. Ramage has served on the board since 2002, including a stint as Acting Chairman of the CDB between February and April of 2004. Ramage is a Millstadt resident and has served as the Business Manager for the Twelve Counties Southwestern Illinois Laborers District Council since 2000. He is a 42-year member of the Laborers' Local No. 100 in East St. Louis and has served as Business Manager of the Local since 1993. Ramage is the Chairman of the Foundation for Fair Contracting of Southwestern Illinois, and is a Director of the Labor Management Work Preservation & Construction Industry Promotional Trust of Southwestern Illinois.

Governor JB Pritzker reappointed Pamela McDonough to CDB in April 2019. McDonough was first named to the Board in November 2015. She brings more than 30 years of experience in both the public and private sectors. She currently serves as President of the DeAngelo McDonough Construction Management Company, where she’s worked since 2003. She also is the President of McDonough Enterprises, a business development company that performs technical assistance and association management for non-profits. Prior to 2003, McDonough was the first woman director of the Illinois Department of Commerce and Community Affairs. Under her leadership, Illinois ranked first in the nation for economic development in 2001 and 2002. She also served in many other state government leadership roles including serving as Deputy Director of CDB from 1992 to 1995. McDonough received her Master of Public Administration from Sangamon State University and a bachelor's degree from Northeastern Illinois University.

​Governor JB Pritzker appointed Beverly Potts to CDB in August 2019. Potts is a third-generation licensed plumber who began her career as an apprentice and then worked for her father’s family business. Potts has served as Executive Director of both the Illinois and Bloomington-Normal Plumbing Heating Cooling Contractors Association for 22 years.

Saul Morse is an attorney at Brown, Hay & Stephens LLP, the oldest law firm in Illinois having been in continuous operation since 1828. He has practiced extensively in the areas of health law, municipal and government, insurance, and not-for-profit law. His public service includes having been Chair of the Community Foundation for the Land of Lincoln, Founding Director of Innovate Springfield, President of Post-Polio Health International, and Governing Director of the University of Illinois Foundation where he currently serves as a member of the Audit, Executive, and Chair of the Membership and Governance Committees.

His past public service has included serving as the first person with a disability appointed to the Illinois Human Rights Commission, Director of the Illinois Comprehensive Health Insurance Plan, and Chair of the Illinois Guardianship and Advocacy Commission.

As President / Chief Executive Officer of Hispanic Housing Development Corporation, Mr. Roldan has developed over 4,300 affordable apartments and townhomes in 55 various developments for families and elderly residents of several Hispanic communities in Chicago. In addition, he has initiated the development of over 82,000 square feet of retail space in several Chicago-based developments. He has also directed the formation of a property management division, which currently manages over 3,800 residential units in various communities throughout Chicago, Illinois, Michigan, Wisconsin and Indiana. Mr. Roldan also established, and now directs Tropic Construction Corp., a residential and commercial builder. He also planned and organized Affordable Community Energy (ACE) – a community-oriented energy services company targeting affordable housing. Previous to his experience with Hispanic Housing, Mr. Roldan also developed low-income housing in Brooklyn, New York.

Governor JB Pritzker appointed Tamakia J. Edwards to CDB in November 2023. Edwards currently works as the Chief Strategy Officer at Comprehensive Construction Consulting Inc. Edwards is a seasoned strategist, operations leader, and change agent with a history of leading organizations through transformation initiatives of varying size and scope. Previously, Edwards served as Chief of Staff of the Illinois Capital Development Board. During her time at CDB, she set the tone, direction, and clear vision for the organization's growth and partnered with the board and staff to optimize day-to-day operations and deliver against key business objectives. With a value-add mindset and eye towards the future, Edwards continually distinguishes herself as a growth driver, value creator, and successful business partner to her leadership teams. Edwards is active in her community as evidenced by her service to the Indian Boundary YMCA and volunteer role as a job coach with the People's Resource Center. She is also a former Hinsdale District 86 school board member, where she served on the Cultural Equity and Leadership Team and Special Facilities Committee. Edwards received a Master of Business Administration from Northwestern University and a Bachelor of Science in Architectural Engineering from Illinois Institute of Technology.
