State Agency Rulemaking Notices
Every State agency that proposes to adopt new building or construction requirements, or amendments to existing requirements, shall report that proposed activity to the Board in accordance with the Capital Development Board Act (20 ILCS 3105/19). The report shall be submitted at least 30 days before the State agency officially proposes the changes by filing the First Notice of its rulemaking with the Secretary of State, when the State agency moves its rulemaking to Second Notice and when the rulemaking is adopted.

State Agencies wishing to submit notice of rule changes should email the notice to CDB.BuildingCodes@illinois.gov Each agency is responsible for verifying their notice complies with statute. CDB does not review the notices.
