Grants

The Capital Development Board (CDB) is responsible for the oversight, administration, and distribution of funding for four of the Rebuild Illinois grant programs. These programs provide local entities with resources for capital investments to create and/or improve the necessary infrastructure to support their missions and allow them to best serve their communities. CDB works with partner agencies such as the Illinois Department of Healthcare and Family Services (HFS), Illinois Department of Public Health (DPH), the Illinois State Board of Education (ISBE) and the Illinois Board of Higher Education (IBHE) to ensure the best use of the funds available.

The Rebuild Illinois initiative authorizes two hundred million dollars to CDB for the new Hospital and Healthcare Transformation Capital Investment program. CDB is working with HFS to issue grants which will allow recipients to make necessary capital improvements aimed at meeting the needs of the communities they serve.

One hundred million dollars is designated for the needs of institutions that support the early learning experience of children across the state. The Early Childhood Construction Grant program allows CDB to assist early childhood education centers with renovation, expansion, and improvement of their facilities. Grantees are required to provide up to 10% of the project cost in matching funds.

Fifty million dollars is allocated for Community Health Center Construction grants, issued by CDB in conjunction with DPH. Federally Qualified Health Centers (FQHC) and FQHC look-alikes can apply for funding for equipment purchases, acquisition of new physical locations, and construction or renovation of new or existing community health centers for delivery of better health care services.

The Independent Colleges Capital Program is jointly administered by CDB and IBHE and uses a funding formula to allocate four hundred million dollars to private colleges across the state to address life safety and maintenance issues; increase energy efficiency; build new labs for science, technology, engineering and math (STEM) programs; and update outdated technologies.
