Local Governments & Schools ESCOs

The Illinois School Code (105 ILCS 5/19b) and the Local Government Energy Conservation Act (50 ILCS 515) allow local schools districts and units of local government to enter into guaranteed energy services contracts for improvements to their facilities. These statutes require Requests for Proposals (RFP) be published by the Capital Development Board (CDB) and local media outlets. CDB does not approve nor does CDB have any additional information concerning these projects. Questions about these RFPs should be directed to the local school district or unit of local government.
