Services
CDB provides opportunities for firms to provide design, construction, and construction/program management services on large as well as small projects throughout the State of Illinois. These are some of the services provided by the Illinois Capital Development Board.
CDB Procurement Bulletin
An electronic publication outlining the current construction projects for which CDB will be accepting bids for contractor and architect/engineering services. New project information is posted regularly.
CDB Prequalification and Vendor Registration
CDB offers opportunities for firms to provide design, construction, and construction program management services on CDB projects throughout the State of Illinois.
CDB Design-Build Projects
As one entity, the design-build team works under a single contract to provide design and construction services. A bridging firm assists with the preliminary design and development of the request for proposal, working with CDB and the user agency to develop the project scope and performance criteria. CDB then incorporates this information into a request for proposal for design-build teams. The selection process attributes 75% of the weighted selection criteria to technical evaluation factors, such as quality, experience, performance, compliance with project objectives, and 25% of the weighted selection criteria to the total project cost and schedule.
CDB Diversity
The CDB Fair Employment Practice Unit is responsible for ensuring equal opportunity with state-funded construction projects. A team of compliance technicians, assistants, and specialists are responsible for the management of these programs. They perform project reviews as required by state regulations, assist prime contractors in locating diverse firms to achieve established participation goals, and offer training for those firms newly prequalified or interested in learning more about CDB projects and procedures.
Illinois Accessibility Code
The Illinois Environmental Barriers Act ensures Illinois citizens with disabilities are treated fairly and equally. The Act requires that certain newly-constructed or renovated buildings comply with accessibility standards that guarantee they are safe and readily accessible to persons with disabilities. These standards are known as the Illinois Accessibility Code.
Art-in-Architecture
The Illinois General Assembly created the “Art-in-Architecture” program in 1977. The program’s purpose is the “promotion and preservation of the arts by securing suitable works of art for the adornment of public buildings constructed or subjected to major renovation by the State or which utilize State funds, and thereby reflecting our cultural heritage, with emphasis on the works of Illinois artists.” The works of art created through the program become part of a permanent art collection for the people of the State of Illinois.
Local Government and Schools ESCOs
The Illinois School Code (105 ILCS 5) and the Local Government Energy Conservation Act (50 ILCS 515) allow local schools districts and local government entities to enter into guaranteed energy services contracts for improvements to their facilities. These statutes require requests for proposals (RFP) to be published by the CDB and local media outlets. CDB does not approve such postings or have any additional information concerning these projects. Questions about these RFPs should be directed to the local school district or local government entity.
Emergency Procurement Awards and Notices
An electronic publication detailing emergency procurement undertaken by CDB in accordance with Illinois Procurement Code, 30/ILCS/500/20-30.
Illinois Energy Conservation Codes
The Illinois Energy Conservation Code is designed to help protect the environment and reduce energy consumption. Through this statewide policy, officials hope to reduce pollution, moderate peak energy demand, better assure the reliability of energy supplies, and stabilize energy cost.
Building Codes and Regulations
CDB is tasked with identifying local building codes and publishing them on our website. All municipalities with a population of less than 1,000,000 or a county adopting a new building code or amending an existing building code must, at least 30 days before adopting the code or amendment, provide an identification of the code, by title and edition, or the amendment to the CDB.
