Project Manual Revisions for Division 0 and Division 1 Bid Documents

The Capital Development Board and the Chief Procurement Office are releasing the revisions bid documents for construction projects at CDB. 

The revisions to the bid documents below will be issued on the CDB Reference Library with an effective date of March 1, 2017.  To allow time for A/E’s to transition their bid documents, no older’ versions will be accepted for bid document review by CDB Contract Executives after April 1, 2017. 

The revisions include changes to mandatory pre-bid meeting language, subcontractor reporting, CDB time extension approval authority, financial disclosure instructions, and the replacement of the Illinois Office Affidavit with a certification. 

The sections affected in Division 0 and Division 1 include the following:

00 00 00:   Information Page:  revisions to affected sections of Division 0 and removes reference to the old 00 41 02 section (Illinois Office Affidavit).

00 01 10:  Table of Contents:  removes reference to the old 00 41 02 section (Illinois Office Affidavit).

00 11 13:  Advertisement for Bids:  revises the mandatory pre-bid meeting to only be mandatory for the prime bidders.

00 41 00:  Bid Form:  removes reference to the old 00 41 02 section (Illinois Office Affidavit).

00 41 01:  Subcontractor Requirements:  the listing of subcontractors with a value of $50,000 or less is no longer required for this section.  The term ‘supplier’ has been removed from the section.  Also, columns have been removed from the table regarding tax id numbers and trade/supply performed.

00 41 02:  Illinois Office Affidavit:  this section is no longer applicable and is therefore deleted.

00 41 08:  Standard Business Terms and Conditions:  the item ‘D. Illinois Office Certification’ has been added to the list of representations.  With the inclusion of this new item, the Illinois Office Affidavit Section 00 41 02 is no longer needed.  Therefore, Section 00 41 02 has been deleted from the Division 0 documents.

00 41 09:  Certifications and Disclosures:  the revision removes confusing language regarding the use of Forms B.  The bidder who participates in the Illinois Procurement Gateway (IPG) and uses Forms B will not have to list their IPG registration number in multiple places.

01 11 00:  Project Summary:  revises the mandatory pre-bid meeting to only be mandatory for the prime bidders.

01 11 01:  Supplement to the SDC:  Article 00 72 10 Time is revised to change the CDB approval authority for time extensions from the Construction Administrator to the Regional Manager.
