Illinois Department of Innovation and Technology and Capital Development Board Release RFP for Statewide Construction Project Management Modernization

The Illinois Department of Innovation and Technology (DoIT), in partnership with the Illinois Capital Development Board (CDB) and the Chief Procurement Officer for General Services (CPO‑GS), has issued a major solicitation seeking a cloud-based, full‑lifecycle construction project management solution. This procurement aims to modernize how CDB oversees capital programs and manages State‑funded construction and infrastructure projects. The new system will serve as a unified platform supporting:

  • End‑to‑end project lifecycle management—from initial project requests through closeout
  • Multi‑agency collaboration, shared fiscal oversight, and governance
  • Integrated eProcurement, supplier management, and supplier diversity functions
  •  Complete contract lifecycle management including bidding, evaluation, award, negotiation, and change orders
  • Vendor invoice submission, review, and approval
  • Robust workflow automation and large‑scale document management
  • Seamless data migration from legacy systems

A key requirement is comprehensive integration with the State’s SAP ERP environment, including modules for project financial management, budget and funds control, accounts payable and receivable, contract management, and asset management. The solution must also support integrations with additional State enterprise systems such as CEI and SOS and offer flexibility for future interface enhancements.

To ensure successful deployment, CDB/DoIT seeks a System Implementor to serve as the prime contractor, responsible for both the proposed solution and the full suite of implementation services. Offerors must demonstrate proven experience in delivering secure, scalable, user‑friendly platforms for complex construction, procurement, and financial workflows.
