Q. Please confirm if the bridging document drawings will be provided in Editable AutoCAD format to the successful D/B Contractor for use in completion of the final design documents?

A. Bridging Documents drawings will not be provided in Editable CAD Format.

Q. Please confirm if the bridging document specifications will be provided in Editable Word format to the successful D/B Contractor for use in completion of the final design documents?

A. Bridging Documents specifications will not be provided in Editable Word Format. 

Q. Please clarify if separate specifications are required for the final design documents, or if specifications contained within the drawings is adequate?

A. Specification are not required.

Q. Bridging Documents specification section 026113, 1.3 References:  Indicates that the following reports are available upon request – please provide these reports via electronic versions:

a. Project Site Specific Investigation Reports

b. Project Storm Water Pollution Prevention Plan (SWPPP)

c. IEPA Forms LPC-663

d. Preliminary Environmental Site Assessment (PESA)

A.            

a. Attached are the PSI Report (017 Final PSI.PDF ) and 663 forms (017 LPC 663 Forms(3).pdf) ​for the New Lenox project as requested. 

b. For New Lenox an existing SWPPP is not available.  The contractor will be required to prepare a site specific Erosion and Sediment Contamination Erosion Control Plan pursuant to Section 3.4 of the of 02-61-13.  This would be in addition to any other required storm water control plans required as part of any Construction General Permits they obtain for the project.

c. See attached.

d.    The redacted copy of PESA 1628V2 is contained in the PSI Report as Appendix E, so is not attached separately

Q. Please clarify if a design/build subcontractor who is a CMS certified FBE can be listed in both the design team requirements for FBE and the construction team requirements for FBE since they would be provided both design and construction?  This is typical for MEP trades on design/build projects.

A. Yes, they can be listed as both a Designer and a Contractor, however, only that percentage of their work that is design can be attributed to the Goals associated with Design and  likewise with construction.

Q. Please clarify if Technical Proposal Volume 3 – Technical Data is required to be submitted since most of the portions under this section are either not applicable to this project or are already determined via the bridging drawings (i.e. site development description, framing system, etc.).  If this section is required for submittal, can we simply only list the items that pertain to this specific project?

A. Most of the sections that were not applicable were not included in the RFP, however, if a firm feels that a listed section is not relevant then they should state that in their proposal

Q. Please clarify if three ring binders are required for submission or if bound copies are acceptable?

A. This is addressed in Subparagraph 6 on Page 7 of the RFP.

Q. Please clarify if the bid date can be extended at least one (1) week since both Phase I and Phase II are required to be submitted at once and a great deal of paperwork is required in addition to actual pricing. 

A. The due date will not be extended.​

Q. RFP – Section 2 – Past Performance – If the offeror is both the General Trades Contractor and the Lead Engineer on the project (i.e. licensed design firm that also performs general contracting), then are all the Design-Build Entity Qualification Forms (DBQ) to be for the offerors past projects?

A. References should be provided for each member of the Design-Build Team for the capacity in which they are acting. If the offeror is acting as the General Trades Contractor then references should be provided to support their experience in that capacity. Similarly if they are also acting as the design professional they should also provide references to support their experience in that capacity as well.

Q. Please clarify that if the offeror is CDB Prequalified as a contractor but is also a licensed design firm in the State of Illinois with PE’s on staff, then the offeror can also be included as the Lead Engineer on the project if they will be providing engineering.  The RFP indicates that the contractors listed only need to be CDB Prequalified.

A. Firms acting as a contractor must be Prequalified with CDB as a contractor if they are acting as a General, Plumbing, Heating, Ventilation, Electrical contractor. Likewise firms acting as design professionals (both Architects and Engineers) must be Prequalified with CDB as an A/E if they are providing design services. Contractors cannot act as design professionals and design professionals cannot act as contractors without the corresponding Prequalification.

Q. Per spec section 026113, 3.5 Contaminated Soil, Letter A, No. 5, Letter a - there appears to be an area within the work limits that is not classified (135 Feet to 235 Feet South of the Gate and 60 Feet to 140 Feet west of the eastern fence).  Please provide this material designation.

A. This area was characterized by Preliminary Site Investigation (PSI) soil boring B-8.  Soil analytical results for this boring were found to be below all applicable reference criteria.  Based on these results, soil in this area carries no management or disposal restrictions (i.e., there are no 026113 special provisions applicable to soil in this area).

Q. Per spec section 026113, 3.5 Contaminated Soil – Letter A, No. 2 – this area of material appears to be classified as CCDD, however the specs within this section indicate if the excavated pH is outside the 6.25 – 9.0 range, then the material will have to be managed as Non-Special Waste.  Since this information cannot be determined until actual excavation begins, please clarify if the pH is outside the acceptable range, the added costs for Non-Special Waste disposal will be addressed via a change to the contract since these costs cannot be determined at the time of submission of bid.

A. Pursuant to 026113, Section 2.a, the conditions with respect to pH are met based on the PSI soil analytical results.  The pH in this area was found to be within the prescribed CCDD limits of 6.25 – 9.0 and this soil is eligible for disposal at a permitted CCDD facility using the existing analytical data and provided LPC-663 package. 

Q. Per spec section 026113, 3.5 Contaminated Soil – Letter A – there appears to be overlap in some of the designated areas of different type of material classifications (i.e. east-west dimension locations overlap).  Please clarify.

A. IDOT concurs with this observation and an apparent error is present in the dimension specifications outlined in Section 3.5.A.1.a., third paragraph.   The first sentence starting with “From 40 to 140 feet south of the gate post…” should read as “From 40 to 135 feet south of the gate post…”

Q. Please clarify if all steel reinforcement within concrete is required to be epoxy coated.

A. Per 03 30 53 Para 2.2.A “All reinforcing shall be epoxy coated. No uncoated steel reinforcing permitted.” This would apply to all cast-in-place concrete.

Per 32 75 10 Para 2.1.A “Epoxy coated reinforcing bars: ASTM A775, Grade 60, deformed.” This would apply to all concrete flatwork. (i.e. the 24x24 containment pad).

Q. On the DB-PTF under Phase 2 requirements we are required to list certain firms performing work.  Since there is not any plumbing or heating work related to this RFP, can we just list N/A for those specific trades?

A. If a proposal does not include a specific trade then an indication of N/A would be appropriate for that proposal.

Q. On the DB-PTF under Phase 2 requirements, we are required to list certain firms performing work.  If the offeror is only using Engineers/Engineering firms and not Architects, can we just list N/A under Architect?

A. If a proposal does not include a specific design discipline then an indication of N/A would be appropriate for that proposal

Q. On the DB Qualifications instructions Section H List of References – this section refer that each firm list in Section A shall request at least three references.  Please clarify if this is intended to refer to Section B – the D/B offeror.  Further please confirm that if the D/B offeror is also an engineering & construction firm and the lead engineer on this project, then the remainder of the design team will not be required to submit for references.  

A. See Section 00 41 10.2 Subparagraph B3 for detailed explanation of the reference requirements for the DB Team Members.

Q. Upon further review of the submittal requirements and the questions above, please advise if the RFP submittal due date can be extended 3-4 weeks in order to have ample time to complete all of the submittal requirements on this project.

A. No.

Q.   Section 2-B-4 of the RFP states “Completed Performance Questionnaires shall be included with the Part 1 submittal”.  However, per amendment #1, those questionnaires were to be completed and returned directly to CDB.

Please clarify if this item is to be omitted from our part 1 proposal.

A. This will be addressed in Amendment No. 2.

Q.   Per the RFP, Section 2-A-2. We will be providing this information for ourselves as the General Contractor.

A.    Per Section 00 42 10 subparagraph .2.A.2 the referenced documents must be included for each member of the Design-Build Entity which would include the designer and any major sub-consultants or subcontractors in addition to the prime firm.

Q.   Are we to also obtain these completed documents from our designer?

A.    Yes

Q. Can the bonding capacity be limited to just construction work?

A. Bonding will be for the entire D-B proposal.

Q. Can the general contractor sub provide their own bonding?

A. No, Bonding will be for the entire D-B proposal.

Q. Are county or local permits required for this project?  Stormwater, building, etc.

A. Local Permits are not required. 

Q. Is a comprehensive survey (topo, utility) available for use by the DB team?

A. Comprehensive Survey is D-B responsibility.

Q. Will CDB / IDOT consider not paving the area to the east of the proposed building?

A. Deviations may be proposed, however, please refer to the text of the RFP for specific instructions as to how to address deviations from the schematic design included in the Bridging Documents. Failure to properly identify and explain deviations could have a negative effect on how a proposal is scored. This information can be found in Section 00 42 16 subparagraphs .3.A.1 and .3.D.5 and Section 00 51 02 subparagraphs .1.D and .1E.2.

Q. The Proposal Transmittal Form (DB-PTF) states that each firm listed under the Phase 2 Requirements must provide an updated disclosure Form C.  Can you please confirm which form this is?  Is it the Financial Disclosures and Conflicts of Interest?

A. This will be addressed in Amendment No. 2.

Q. RFP page 2 states to submit “one electronic copy to the web address above,” but page 7 says to submit one electronic copy on CD or flash drive.  To clarify, do we just need to submit the CD or flash drive?

A. This will be addressed in Amendment No. 2.

Q. According to the Evaluation Criteria on RFP page 18, Part I should not exceed 50 pages.  Since there is a separate worksheet with the Design-Build Weighted Scoring Criteria for this project, does the 50-page limit for Part I apply to this submittal?  If so, which items are included in this page limit?

A. The Part I submittal page limits apply to sections 2, 3 & 4. As outlined in the RFP Section 2 is limited to a maximum of 25 pages, Section 3 is limited to a maximum of 12 pages (5 for the Technical Approach Narrative, 5 for the Team Experience, and 2 for Other Information, Section 4 can contain 13 or more pages as long as the total number of pages for Sections 2, 3 & 4 do not exceed 50 pages. Section 1 is excluded from the 50 page limit.

Q. Item 2 on RFP page 10 mentions that the key personnel that should be discussed in this section include fire protection and communications systems engineers, but these elements are not included in the Technical Data Proposal per Amendment 1.  Are these key personnel still required to be included in our submittal?

A. This will be addressed by Amendment No. 2.

Q. On RFP page 6, it states that Section 4 – Financial Capacity is included in Proposal Part I.  What are the specific submittal requirements for Bonding, Insurance, and Bank References?

A. This section typically will include letters from Surety Companies addressing Bonding Capacity, Bank References, Certificates of Insurance, and other relevant information.

Q. Can you please provide a copy of the Price Proposal Schedule and the prescribed format for the Price Breakdown that we need to complete for Part II, Volume I?

A. There is no standard format for the Price Proposal Schedule. It is up to each Design-Build Entity to determine the format that best suits their needs.

Q. For Part II, Volume I: the notes from the pre-proposal meeting state that this information should be in a binder (presumably 9 copies).  However, Section 3.B. on RFP page 11 states that “This information should be submitted in an envelope labeled ‘General Requirements’” and then requests 1 original and 1 copy for the Price Proposal in a separate sealed envelope, 4 copies of the Price Breakdown, and does not specify the number of copies for the MBE/WBE/VBE Utilization Plan.  Can you please clarify how this volume, and the items requested within this volume, should be submitted?

A. The entirety of Part II Volume I should be submitted in a sealed envelope labeled as “GENERAL REQUIREMENTS” as instructed in the RFP.

Q. Can you please confirm the ATP date for this project that we must use to develop the schedule?

A. ATP date cannot be determined at this time therefore the required schedules should be based on number of days required to complete work and should not be date specific.

Q. How does the required content for the Technical Proposal Volume 3 – Technical Data Proposal differ from what is in the Bridging Documents?

A. The Bridging Documents provided are schematic design whereas the documents required in Volume 3 of the Part II submittals are the design documents prepared by the Design-Build Team to represent their developed design as it is being proposed.

Q.   Per amendment #1, the “Standard Business Terms and Conditions and Standard Certifications” was replaced with 00 41 08 and 00 41 09.  Since the financial disclosures and Conflicts of interest are included within Forms A of 00 41 09, Should it not state that that the “Financial Disclosures and Conflicts of Interest” form should also be replaced in its entirety?

A. This will be addressed in Amendment No. 2.

Q.   Please further clarify Part II Volume I copies. Is this not included in the 9 count. There would not be the total of 36 binders as noted on the pre-proposal meeting. 

A.    Reference Section 00 41 10 of the RFP where it is indicated that Proposal Part I consists of 4 sections (all in 1 binder) and that Proposal Part II consists of 3 volumes (each volume is considered to be a separate binder). This is a total of 4 binders for one copy of the proposal and the RFP requires a total of 9 copies to be submitted. This correlates to a total of 36 binders for can Design-Build Entities proposal submittal.

Q.   Is only 1 sealed envelope required for Part II Volume I – to be labeled “General Requirements” and include Price Proposal, Price Breakdown and M/W/VBE Goals form? 

A.    All copies of Part II Volume I should be in sealed envelopes as the cost information remains sealed until after all firms have been evaluated on all other technical information.

Q.   The key personnel listed does not include the “LEED Documentation Facilitator” that is indicated under the evaluation factors. 

A.    This will be addressed in Amendment No. 2.

Q.   Will this project be pursuing LEED Certification? Is the LEED Documentation Facilitator a required position? 

A.    This project will not be pursuing LEED Certification.

Q. Item 3B states… weight will be given to Previous experience as well as experience on (design-build, military facilities, HVAC, college campuses, correctional facilities, etc. – criteria specific to project).  Please confirm experience with military facilities, HVAC, college campuses and correctional facilities is not applicable to this project.

A. This will be addressed in Amendment No. 2.

Q. Page 19 of the RFP, Item 6C – Square footage, HVAC size, other project specific factors.  Please confirm HVAC size is not applicable to this project

A. This will be addressed in Amendment No. 2.

Q.   With the question deadline being 2/28, when will all answers to questions be in since the due date is 3/7? Answers to questions will affect the proposal submission and the time frame is only allowing for 4 days to finalize to include printing and binding 36 copies.

A.    Answers to questions are posted as they are received and final answers should be posted no later than the morning of March 1, 2018. Additionally it is anticipated that any items where it is noted that they will be addressed in Amendment No. 2 will also be addressed no later than the morning of March 1, 2018.

Q.   As a minimum discuss the Project Manager, Project Architect, Engineers responsible for civil, electrical, mechanical, fire protection, communication systems, structural design, the quality control manager, construction manager, and project superintendent. 

A.    This will be addressed in Amendment No. 2.

Q.   Please clarify the roles of the Project Manager and Construction Manager.  Is this ok to be the same person that oversees the entire project from precon phase thru construction?  Or is the Project Manger meant to be the Preconstruction Manager and the Construction Manager a separate position.

A.    This will be addressed in Amendment No. 2

Q. May a pre-qualified architect or engineer submit a bid with a pre-qualified bonded contractor and provide additional other surety for the pre-qualified architect or engineering firm holding the contract?

A. Pre-Qualified A/E’s or Pre-Qualified Contractors may take the lead role on the Design-Build team, however requirements for Bid Bonds (reference SD-DB Section 00 43 13) and Bonds and Insurance (reference SD-DB Section 00 73 16) must be met.
