The Capital Development Board ("CDB")  issues a Request for Proposal (RFP) for the following Construction-related Services:

CDB Project: 2025 Illinois Stretch Energy Code Technical Advisor

The State of Illinois Capital Development Board intends for development of the 2025 Illinois Stretch Energy Code.  The Board issues a Request for Proposal from qualified firms to serve as the 2025 Illinois Stretch Energy Code Technical Advisor.  The successful firm will be responsible for providing technical assistance to the CDB and the Illinois Energy Conservation Advisory Council to develop, evaluate, and assess energy efficiency and emissions reducing measures into the State’s Stretch Energy Code.

CDB Project: 2025 Illinois Stretch Energy Code Technical Advisor

Illinois Public Act 102-0662 The Climate and Equitable Jobs Act (CEJA) requires The Board, in consultation with the Agency, shall create and adopt the Illinois Stretch Energy Code, to allow municipalities and projects authorized or funded by the Board to achieve more energy efficiency in buildings than the Illinois Energy Conservation Code through a consistent pathway across the State. The Illinois Stretch Energy Code shall be available for adoption by any municipality and shall set minimum energy efficiency requirements, taking the place of the Illinois Energy Conservation Code within any municipality that adopts the Illinois Stretch Energy Code.

The Illinois Stretch Energy Code defines energy efficiency measures that meet the levels defined by CEJA.  CEJA sets energy efficiency levels based on a site energy index relative to the 2006 International Energy Conservation Code (IECC).
