NOTICE OF INTENT TO ADVERTISE 

The Department of Central Management Services (“CMS”) intends to issue (on or after 6/10/26) a Request for Proposal (RFP) for Professional Services. 

Bridging for design-build related to the Demolition, Environmental Abatement, and Site Preparation at multiple decommissioned State Facilities under the Surplus to Success (S2S) program; Jacksonville Development Center – Morgan County, Lincoln Developmental Center – Lincoln County, Dwight Correctional Center – Livingston County, Singer Mental Health Center – Winnebago County, Shapiro Developmental Center – Kankakee County 

Overall Project Budget - $300,000,000.00
