Notice of Selection and Intent to Award
Interviews for this solicitation were conducted on October 14, 2026. The Central Management Services Evaluation Committee recommends to award in the following rank order:

NOTICE OF INTENT TO ADVERTISE
The Department of Central Management Services (“CMS”) intends to issue (on or after 6/10/26) a Request for Proposal (RFP) for Professional Services.
Bridging for design-build related to the Demolition, Environmental Abatement, and Site Preparation at multiple decommissioned State Facilities under the Surplus to Success (S2S) program; Jacksonville Development Center – Morgan County, Lincoln Developmental Center – Lincoln County, Dwight Correctional Center – Livingston County, Singer Mental Health Center – Winnebago County, Shapiro Developmental Center – Kankakee County
Overall Project Budget - $300,000,000.00
